Title:
Moon-rise on Minatomachi

Takahashi Shotei (1871-1945) - You can find lots of information about Shotei on my
All About Takahashi Shotei page. He used various art names, such as Hiroaki, Rakutei, and Kakei.
Description:
A classical
shin hanga composition and a gorgeous print. There's not much more I can say except, "Look at it closely and you'll see what I mean". The title for this print, as stated in Watanabe's 1936 catalog is "Moon-rise on Minatomachi, girls on bridge". "Minatomachi" is not a particular place, rather it is the compound of Japanese words for "harbor" and "town".
